Puppy mill law debated in Dutchess County

POUGHKEEPSIE – Several issues have
been raised regarding a proposed local lawin Dutchess County that would
prohibit the sale of puppies and kittens bred in puppy and kitten mills.
 County legislators appear to support some kind of law, but there concerns about its specifics including which agency should enforce it – the SPCA or the county health department.
Republican Legislator Joseph Incoronato believes the plan needs to be tweaked before it is adopted.
“It’s too broad, too many objections legally have been raised about it – enforcement, who is this commissioner – the definitions leave much to be desired,” Incoronato said. “I think we need a law but it should zero in on the actual pet shops.”
Republcan Majority Leader Angela Flesland suggested to Democrat Joel Tyner, who raised the issue, that he may want to adopt Ulster County’s law, which she said is far better than the one suggested for Dutchess.
