KINGSTON – City police in Kingston arrested a Kingston man on on Friday two counts of violating the sex offender registration requirement as felonies.
Torrel Skinner, Sr., 34, a level two sex offender, was living at a Delaware Avenue address. He had moved there without reporting the change of address within 10 days as required. He also had an unreported social media account and an email account, both of which must be reported to police as per state law.
