Rockland lawmakers support funding new Hi-Tor Animal Shelter upgrade

NEW CITY – Rockland County Legislature Chairman Alden Wolfe and Vice Chairman Jay Hood, Jr. support a resolution to create a capital project for construction of a new facility for use by the Hi-Tor Animal Care Center.
The proposal recommends amending the county’s capital projects budget to create a new $500,000 project to supplement the shelter’s ongoing capital building campaign and a state grant of $500,000.
Hi-Tor is a not-for-profit organization providing temporary care and shelter to lost, abandoned and unwanted companion animals and is funded in part by the county. The center occupies a county-constructed building on county-owned land on Firemen’s Memorial Drive in Pomona.
A 2012 engineering inspection found that the 38-year-old, one-story building is in need of extensive repair and upgrades.
Under the plan by Wolfe and Hood, the county would own the new building and lease it to Hi-Tor, which would continue to be responsible for management and operation of the center and maintenance of the facility and surrounding grounds.
