Manhunt suspect released with appearance ticket

DUTCHESS COUNTY – Two men suspected to be involved in a Vermont homicide on Tuesday morning were apprehended after a high-speed car chase and subsequent manhunt in Dutchess County on Tuesday evening.  One suspect is still hospitalized in stable condition after an encounter with a police K9.  The second subject has been released on an appearance ticket.

Vermont State Police issued a bulletin on Tuesday morning for a Jeep Wrangler with two occupants, considered armed and dangerous were being sought in connection with a homicide that occurred in St. Johnsbury, Vermont that morning.  The Jeep, with a Connecticut license plate, was spotted by New York State Police Tuesday afternoon heading south on the Taconic State Parkway.  A chase ensued.  The full Mid-Hudson News account of the manhunt can be found by clicking here.

One suspect, 36-year-old Jerry Ramirez of Brooklyn was charged by New York State Police with the misdemeanor of Unlawful Fleeing of an Officer in a Motor Vehicle.  The subject was issued an appearance ticket and released. The second suspect remains in a Dutchess County hospital.

Vermont State Police say that the death of 44-year-old Vincent Keithan is still under investigation and no suspects are in custody.

New York State law enforcement agencies are not allowed to hold the hospitalized subject unless Vermont authorities produce a warrant to take him into custody.
