Kingston man indicted for predatory sexual assault against children

KINGSTON – An Ulster County grand jury has indicted a City of Kingston man on sexual assault charges for allegedly having sex with two children.

Ulster County District Attorney David Clegg said Devin Harkins, 29, of 35 Amsterdam Avenue in Kingston was charged on Friday, November 13 with two counts of predatory sexual assault against a child as felonies, three counts of criminal sexual act as felonies, and two counts of endangering the welfare of a child as misdemeanors.

Harkins was arrested on November 4 following investigation by Kingston Police with assistance from the Ulster County Family Court and Child Advocacy Center, comprised of members of the Ulster DA’s Office, the sheriff’s office, Town of Saugerties Police and Ellenville Village Police.

The investigation began when officers responded to a report of a crime in progress.

Clegg described Harkins’ alleged conduct as “especially heinous warranting the grand jury’s consideration of the more serious crimes.”

He was released after posting bail, which was set at $15,000, $30,000 bond or $16,000 partially secured bond.
