PORT JERVIS – The financial impacts of COVID-19 are plaguing all communities, but Port Jervis Mayor Kelly Decker said it goes beyond that.

The Democrat city mayor put the blame on a fellow Democrat.

“I really needed to wait to September 30 so I could make sure I see – and  I will put this quite frankly – how much the governor is stealing from us because that is really what is spoiling our budget,” he said.

Decker said the city council will have to weigh exceeding the tax cap, something lawmakers refused to do in the past, or face layoffs and reduced services.
