Skoufis secures new rent agreement from RHP Properties for mobile home residents

NEW WINDSOR – State Senator James Skoufis (D, Woodbury) announced that he has reached an agreement with RHP Properties on behalf of residents of Silver Steam Village Manufactured Home Community in New Windsor regarding New York State’s Housing Stability and Tenant Protection Act.

The company will now only increase rent by 3.0 percent, as compared to their previously proposed 5.3 percent.

Skoufis was also able to secure an identical agreement for Washingtonville Manor Manufactured Home Community, both set to take effect on January 1, 2020.

Last month, after meeting with local residents and after calling on RHP Properties to reevaluate their rent increase, Skoufis met with Joel Brown, the president of RHP Properties, to discuss the issues with the proposed rent increase and the new state law. During this meeting, Skoufis and RHP Properties mutually agreed to a rent increase of 3.0 percent.

Skoufis said RHP Properties did “the right thing by its residents and out community” by lowering its rent increase.

The Housing Stability and Tenant Protection Act of 2019, which was enacted on June 14, 2019 and took effect a month later, extends certain tenant protections statewide and implements protections for mobile and manufactured home residents.
