MAMARONECK – The Chairman of the Village of Mamaroneck Board of Ethics is facing charges related to child pornography. Charles Mitchell, 51, of Mamaroneck was arraigned in Mamaroneck Village Court on Friday. Bail was set at $5,000 cash or $20,000 bond.
Mitchell is charged with promoting an obscene sexual performance by a child, a felony. He is accused of possessing a video file on his computer of a girl, about 10-12 years old, masturbating. He made the video available to share with others on a computer network.
From May through July 2018, the Westchester County District Attorney’s Office conducted an undercover operation involving Mitchell’s use of peer-to-peer software and found evidence that led to the arrest.
