DEC: American Felt & Filter Superfund site cleanup complete

NEW WINDSOR – The State Department of Environmental Conservation has given the 23-acre American Felt and Filter site in New Windsor a clean bill of health.
The DEC approved a final engineering report and issued a certificate of completion. The state agency said the property has been properly closed as per the State Superfund Cleanup Program but will continue to require monitoring.
Soil impacted with chlorinated solvents has been remediated with the site easement restricted to commercial and industrial use along with a groundwater use restriction.
The solvent 1,1,1-trichloroethane (TCA) was used in the manufacture of felt and felt products and the DEC suspects occasional mishandling of the solvent is the origin of the TCA impacts at the site. The use of that chemical was reportedly stopped in 1992.
