Kingston man charged with scheme to defraud

KINGSTON – A Kingston man was arrested on March 29 and charged with scheme to defraud and petit larceny.
In January, Ulster County Sheriff’s deputies investigated complaints of motorists that they were approached by a man and woman at area convenience stores. The man would request a ride to a location or several locations and then coerce the victims into giving him money.
Police said in February, Terry Monroe, 59, of Kingston, asked for a ride to his vehicle that he claimed had broken down. The victim drove him to an auto repair shop at which time Monroe allegedly demanded money for the vehicle to be released. He claimed he owned a local business and promised to repay the money at the end of the day.
The victim unsuccessfully attempted to recover the money over the course of several weeks and on the morning of March 29, detectives located and arrested Monroe on Tremper Avenue in the City of Kingston. He was released on an appearance ticket to appear in Esopus Town Court at a later date.
The sheriff’s office cautioned residents to scrutinize persons who solicit for transportation and money at local convenience stores and public places and to call them if they believe they have been a victim of a similar fraud.
