Beacon names acting police chief after Solomon’s resignation

BEACON – Beacon Mayor Randy Casale has criticized Newburgh City Manager Michael Ciaravino for announcing his intention to name former Beacon Police Chief Douglas Solomon as Newburgh chief.
Casale said it was premature and that Ciaravino jumped the gun on the public announcement, which has left Solomon out in the cold without a job.
“Why would he make a public announcement at a public meeting that Doug is his chief if he didn’t get clearance from civil service? He set him up for failure and he did the wrong thing,” Casale said.
Solomon resigned from the Beacon Police Department.  Casale has appointed Captain Kevin Junjulas as acting chief. The mayor said whoever is chosen as provisional chief in his city will have to take a civil service test unless the person is a transfer from another department who qualifies under civil service rules.
That is what Ciaravino had expected to be the case with Solomon, until
the state Civil Service Commission said he was not qualified. The Newburgh
manager is not giving up, though, researching other potential scenarios
for Solomon to take the job in Newburgh.
On Monday Ciaravino said Casale’s criticism of Newburgh’s hiring process
is “premature.”
He said Newburgh is in the process of offering the chief position to
Solomon on a provisional basis..
“Our legal team had advised that Chief Solomon will merely be required
to sit for the police chief exam.”
