WHITE PLAINS – A former part-owner of a waste hauling company in Westchester County pled guilty in county court to felony grand larceny.
Stephen DiSalvo, 60, of Ormond Beach, Florida, and two others, were charged in the scheme conducted while at the A.T.N.M. Corporation of Briarcliff Manor.
Christopher E. Leggio, 21, previously pled guilty to scheme to defraud and faces up to one year in jail. Christopher C. Leggio, 57, pled guilty to grand larceny and faces from one to three years and up to 8-1/3 25 years in prison when sentenced.
It is alleged that between 2013 and 2015, the licensed solid waste hauler, owned by the three men, systematically altered several hundred dump tickets so as to fraudulently reflect a higher tonnage of solid waste being transported. Those dump tickets were submitted to a solid waste hauling broker for payment, leading to over $2 million in fraudulent payments.
