WAWARSING – Two New York City residents were arrested in Ulster County on Wednesday evening when police targeted drug dealers from that area who routinely supply the county with large amounts of heroin.
Police said undercover officers made contact with Hector Ceballos, 33,
of the Bronx, and arranged for him to deliver roughly $12,000 worth of
heroin. Ceballos was driven to Ulster by Marsela Rubiano, 30, of Queens.
When they arrived in the Town of Wawarsing, Ceballos got out of the vehicle to meet the undercover officers inside the house. He was arrested inside and Rubiano was taken into custody in her vehicle.
Members of the Ulster Regional Gang Enforcement Narcotics Team seized over 3.5 ounces of heroin, over one o0unce of cocaine and over a half-ounce of crack cocaine from Ceballos. Heroin and marijuana were also recovered from Rubiano’s car.
Ceballos was charged with felonies of drug possession and sale.  He is held in lieu of $20,000 cash bail or $50,000 bond.
Rubiano was charged with misdemeanor drug possession and unlawful possession of marijuana. She was released on an appearance ticket.
