Garrison man charged with making terroristic threat near KJ

MONROE – State Police have charged a Garrison man with making a
terroristic threat and unlawful wearing of a body vest following an incident
in the Town of Monroe near the Village of Kiryas Joel last Friday.

Francis Zebzda, 30, was also charged with misdemeanors of resisting arrest
and obstructing governmental administration, and violations of disorderly
conduct and unlawful possession of marijuana.

Troopers had received a call from the Kiryas Joel Public Safety Office
that there was an individual in the village wearing a black tactical vest
and taking photos of the schools, public safety building the shopping
mall.

When troopers located and arrested Zebzda he was wearing a black tactical
vest containing body armor and was in possession of a folding pocket knife
and a small amount of marijuana.

He became belligerent and agitated and refused to identify himself.

When Zebzda was placed under arrest, he began to scream racial and ethnic
obscenities.

He was remanded to the Orange County Jail in lieu of $150,000 cash bail
or $350,000 bond.
