Two men charged with selling heroin to undercover officers

VALHALLA – A task force of law enforcement officers this week arrested two men with criminal pasts following a six-month investigation into heroin sales in Westchester and Putnam counties.
During the investigation, undercover officers make several purchases of heroin in Yorktown, Mount Pleasant, Mahopac and Yonkers. Undercover officers also made two separate purchases of loaded guns in Yonkers as part of the investigation.
Neil Mena, 30, of the Bronx, was arrested and found in possession of a loaded 9 mm pistol and an ounce of heroin. He was charged federally with narcotics conspiracy and possession of a firearm in connection with a narcotics conspiracy.
Richard Almaraz, 42, of Yonkers, was arrested at his residence and found to be in possession of heroin and cocaine. He was charged federally with narcotics conspiracy.
Almaraz served 21 years in state prison on a charge or murder before being released on lifetime parole in 2015. Mena had served time in federal prison and was on federal parole for narcotics and weapons charges.
