CORTLANDT – An East Orange, New Jersey man is in the Westchester County Jail, being held without bail, following a traffic stop on May 24 in Cortlandt.
State Police learned Lincoln Balfour, 29, was wanted as a fugitive following the issuance of a bench warrant for his arrest from New Jersey Superior Court. He is being held pending extradition proceedings to send him back to New Jersey.
