MONTICELLO – Orange County adopted “Rocky’s Law” a year ago.  Ulster County adopted its own version of an animal abuse law months ago. Now, neighboring Sullivan could soon have “Dean’s Law.”
The law, creating an animal abuse registry, is still in the preparation stage but a public hearing has been scheduled for June 16 and a vote to adopt the law could come in July.
Public Safety and Law Enforcement Cmmittee Chairwoman Terri Ward said their law’s namesake survived his abuse.
Dean is a Rottweiler who was malnourished, burned and beaten by his owner.
“He was fortunate to survive and now has a forever home here in Sullivan County,” Ward said.
Dean’s law is patterned on Orange County’s law, but is not an exact copy.  Assistant County Attorney Thomas Cawley said they are in the early stages of drafting the law.
Counties with animal abuse registries typically restrict the ability to own animals for a period of time after a minor first infraction.  Serious or repeat offences can result in a lifetime ban.
