Two Dutchess residents arrested on Ulster drug charges

KINGSTON – Members of the URGENT Task Force arrested two Poughkeepsie residents on drug charges in the Town of Ulster after officers conducted a buy/bust operation.
The investigation culminated in the parking lot of a gas station on Tuesday afternoon when an undercover officer was sold hydrocodone tablets by Kathleen Cullen, 50, and Richard Owens, 56. They were both taken into custody at the scene and charged with felony criminal possession and sale of a controlled substance.  Cullen was also charged with misdemeanor possession for having a small quantity of suboxone not prescribed to her.
Both were sent to the Ulster County Jail in lieu of $20,000 cash bail or $30,000 bond each.
URGENT was assisted at the scene by Town of Ulster Police.
