KINGSTON – Two people have been arrested and charged with two felony counts each of possessing drugs.
Kim Candelario, 51, of Kingston and Swain Chappell, 51, of the Bronx were charged with criminal possession of a controlled substance after Kingston Police found them in possession of a large quantity of unpackaged heroin. They were also charged with criminally using drug paraphernalia as a misdemeanor.
The two were arrested following a warrant search. They were stopped on Elmendorf Street after returning from New York City with the drugs.
The investigation that led to their arrests began by the police department’s Special Investigations Unit look into heroin sales throughout the Midtown area of Kingston.
