Guilty plea and sentencing for former Putnam consumer affairs director

CARMEL – The former director of the Putnam County Department of
Consumer affairs Tuesday pled guilty for stealing money from the county.

Jean Noel was arrested after an investigation revealed she stole cash
that she accepted from local contractors to satisfy county-issued fines.

She entered her plea to a charge of petit larceny in Carmel Town Court,
which included a sentence of her termination of employment with the county,
payment of restitution and a one-year conditional discharge.

Over a period of at least two years, Noel obtained $4,575 in cash payments
from contractors intended to satisfy county-issued fines for conducting
business without a county-issued license. Noel has repaid $4,300 and owes
another $275 to fully satisfy restitution. She will also pay back a portion
of her salary.

The investigation was conducted by the State Police, Office of the New
York State Comptroller, and the Attorney General’s Office.
