WAPPINGER – State Police arrested an 80-year-old Poughkeepsie man and charged him with endangering the welfare of a child after authorities reviewed school bus video surveillance footage and saw what appeared to be a bus monitor striking a student.
The incident occurred on January 21, was observed by Wappinger school officials the following day and immediately reported to troopers, who arrested Bert Swain.
He was charged with a misdemeanor of endangering the welfare of a child and was scheduled to appear in Wappinger Town Court at a later date.
