NEWBURGH – As the City of Newburgh continues to struggle with its tight fiscal situation and the proposed 2016 budget that is under review, council members are considering a salary and hiring freeze.
At Thursday night’s workshop session, the freeze was supported
by Councilwoman Gay Lee while Councilwoman Jeannie Abrams questioned its
legality.  Abrams noted the city has contracts in place with its
union employees.
“We can’t just unilaterally abrogate a contract,” Abrams said.  “We will have to continue to pay raises to people that it’s called for because it’s a five-year contract.  What does it have to do with raises?” Lee asked. Abrams said the resolution specifies “a salary and hiring freeze.”
The council will further discuss it and possibly vote on the resolution at its regular session next Monday.
