NEW YORK – The final report and findings of the New York State Gaming Facility Location Board were approved Friday, giving formal approval to the selection of three gaming casinos including the Empire Resorts project in Kiamesha Lake.
(The 785-page report may be found online at www.gaming.ny.gov/pdf/02.27.15.GFLBFinalAppendicesWebSmall.pdf.)
The document is very thorough, said board chairman Kevin Law.
“The report is comprehensive, detailed, an exhaustive examination of the entire siting process,” Law said.  “It fully explains everything that we did, the rationale for why we did things, a summary of all the activities that we conducted and overall rationale for our decisions.”
The process is not yet complete, though, as the state Gaming Commission continues to develop the licensing process. Commission Spokesman Lee Park said. The actual licenses are expected to be issued in about six months, although no deadline has been set.
Once the licenses have been issued, the two-year construction period will begin.
The state is moving “as expeditiously as possible with their review,” said Empire Resorts’ Vice President Charles Degliomini.
Their casino-hotel will be part of the much larger destination resort, called Adelaar, to be constructed on the site of the old concord Hotel in Kiamesha Lake.
In another development, the Gaming Facility Location Board approved issuing a request for applications for a second casino project in the Southern Tier region of the state.
