NEW ROCHELLE – A man was arrested after the New Rochelle Police received a report of a man attempting to detonate a backpack that he was wearing.

It turned out to be an inoperable radio.

Officers arrived shortly after 2:30 p.m. on Monday to find Thomas Skoupa, 54, sitting on an outside bench, wearing a nylon pouch with wires protruding and several cigarette lighters attached.

When officers approached him, Skoupa stood up, extended his right arm and activated a small flashlight turning it on and off several times. The device was removed from his body and discovered to be a Walkman radio wrapped in electrical tape connected with wires.

Skoupa was taken into custody without further incident and charged with a felony of making a terroristic threat.
