NEW ROCHELLE – Police have charged a 51-year-old New Rochelle man on charges of endangering the welfare of a child and criminal possession of drugs.
New Rochelle Police said they culminated a sex offense investigation against Fernando Rincon charging him with allegedly video chatting with a 12-year-old he knew and asking the child to expose himself on several occasions.
When arrested on Wednesday, April 14, he was also found in possession of illegal drugs.
