Georgia sex offender arrested in Sullivan County

MONTICELLO – Deputies looking for a missing person in Monticello on Monday encountered a 60-year-old Atlanta man who is a level three sex offender wanted by the Emanuel County Sheriff’s Office in Georgia for failing to register a new address.

Ricky Morgan was arrested as a fugitive from justice, arraigned, and committed to the Sullivan County Jail without bail pending extradition to Georgia.
