DA extracts fake dentist from practice

A man practicing dentistry without a license is facing felony charges.

WHITE PLAINS – Queens resident Cesar Masso, 78, was arrested earlier this month and arraigned on Thursday on three counts of felony unauthorized practice of a profession for allegedly providing, without a license, dental services, including examinations, tooth extractions, anesthetics, pain management, X-rays, and cleanings to patients at a business he set up as East Post Dental located at 169 Grand Street in White Plains.  Masso took payments in cash or check.

White Plains police initiated an investigation with the Westchester County District Attorney’s Office after a victim reported to police that the defendant allegedly performed tooth extractions and placed a dental bridge that fell out, causing the victim discomfort and pain. The victim also received an injected numbing agent and pills for pain management. The victim paid the defendant thousands of dollars in cash for dental examinations, evaluations, and treatment between October 2019 and April 2020.

Westchester County District Attorney Miriam Rocah and White Plains Public Safety Commissioner David Chong said law enforcement seized several dentistry tools and equipment, local anesthetics, antibiotics, and patient files which are being analyzed to identify other possible victims or witnesses who were patients of East Post Dental.  District Attorney Rocah is urging the public to assist law enforcement by providing them with information about East Post Dental, Masso, or others victims.

DA Rocah said “The alleged crime of illegally practicing dentistry and providing pain medication without a license is very serious. As our investigation continues, we ask anyone who may have been a patient of the defendant to contact us or the White Plains police.”
