Fishkill police cadet program marks 50 years

FISHKILL – The Town of Fishkill Police Department’s Cadet Program, founded in 1972, celebrated 50 years of service this past weekend.  The program is widely regarded as being the first in New York State and one of the first in the country.

Detective Jason Betley is in his 18th year of running the program.  Forty-four former cadets have graduated and entered a law enforcement career under his leadership.  The program is designed to provide young men and women between the ages of 14 and 21 an insight into the various career fields in law enforcement while also teaching them leadership skills and teamwork.

Speaking at the dinner on Saturday, Betley told the cadets, their families, program alumni, and elected officials that the program relies on the support of donations, including those from Dutchess County Legislator Doug McHoul.  “This program builds leaders and we appreciate the community’s support of our endeavor.”

Fishkill Police Chief Keith Dworkin endorses and supports the program.  “Detective Jason Betley and Sergeant Jason Mutraugh have done a tremendous job with the Cadet program.  To say that the program is a success is an understatement.”

Prior to honoring the six cadets graduating from the program this year, including the announcing of the “Cadet of the Year,” the attendees heard from MTA Police Department Captain and Commanding Officer of District 7, Charles Pisanelli.  The captain was a member of the cadet program for seven years.  He said that during his time, he volunteered more than 2,000 hours as a dispatcher for the police department, and once eligible, spent 500 hours on patrol ride-alongs.

Captain Pisanelli credits the success of his career to skills learned while in the program, including discipline and responsibility.  He also told the cadets, “Leadership is a verb – your actions contribute to becoming a leader.  Even if you are not pursuing a career in law enforcement, the program will give you the necessary tools to succeed.”

One of this year’s graduates, Jessica Testa, was honored with the “Lieutenant Dustin James Cadet of the Year” award.  James was a member of the program before graduating and beginning a police career in Orange County, according to Betley.  Lieutenant James was killed in a motorcycle accident in 2017 and Betley dedicated the annual award in his name based on James’ accomplishments while a cadet.  “Jessica Testa worked the hardest, led by example, and showed excellent conduct,” Betley said, before presenting the award.
