Inmate charged with collecting welfare benefits while behind bars

MONTICELLO – The Sullivan County Welfare Fraud Task Force has made five arrests in March.

A joint investigation with the State Department of Financial Services Fraud Bureau and Sullivan County Welfare Fraud Tas Force resulted in the arrest of Roy Elliot, 54, of Monticello and Bertha Greene, 56, of Liberty.

Both were charged with offering a false instrument for filing, forgery, grand larceny, welfare fraud and misuse of food stamps, all as felonies, and a misdemeanor of conspiracy.

Elliot and Greene allegedly conspired to forge a SNAP recertification document and continue to collect benefits in Elliot’s name in the amount of $1,950, even though Elliot was incarcerated in the Sullivan County Jail and ineligible for services.

Both were arraigned with Elliot returned to jail and Greene released on her own recognizance.

In other cases, Bridget Sattler, 34, of Monticello was charged with a felony of offering a false instrument for filing and a misdemeanor for theft of services.

It is alleged that she stole $816.52 by taking Medicaid transportation for non-medical reasons and then filed fraudulent vouchers for the trips. She was released on an appearance ticket to reappear in Liberty Town Court.

Melanie Powell, 41, of White Sulphur Springs was charged with a felony of offering a false instrument for filing and a misdemeanor for theft of services.

It is alleged that she stole $985.98 by taking Medicaid Transportation for non-medical reasons and then filing fraudulent vouchers for he trips. Powell was released on an appearance ticket.
