ALBANY – State budget bills typically have items tucked in them that have nothing to do with budgeting.
Senator Jennifer Metzger (D, Rosendale) is proposing a “clean budget” bill that only deals with spending in the new fiscal year, unlike the recently adopted one.
“This budget contains legislation on issues ranging from prevailing wage to polystyrene ban to gestational surrogacy; legislative issues that are completely unrelated to the budget,” she said.
Those issues “short circuit” the legislative process, said Metzger.
