Minnesota man arrested on Sullivan County warrant for possession of loaded gun

MONTICELLO – A Champlin, Minnesota man was arrested by Monticello Village Police and State Police on a Sullivan County Court warrant for the felonies of criminal possession of a weapon and tampering with physical evidence.
It began just before midnight on Wednesday, February 28 when Elgin “Ghost” Cotto, 34, was stopped by Monticello Police for a vehicle and traffic violation on Fulton Street in Monticello and a computer check of his driver’s license revealed that he was wanted by the Hennepin County Sheriff’s Office in Minnesota on a felony warrant charging him with fleeing a peace officer in a motor vehicle. He was arrested as a fugitive from justice as a result and was later extradited back to Minnesota.
Monticello Police, with the assistance of the Sullivan County Sheriff’s Office, had also recovered a loaded 9 mm handgun from underneath another parked vehicle, near where Cotto had been stopped by officers. A follow up investigation showed Cotto had been in possession of the recovered gun and had intentionally thrown it from the vehicle before he was stopped by Monticello Police that evening.
Cotto as arrested this past Wednesday in the City of Middletown with assistance from the State Police. He sent to the Sullivan County Jail without bail pending further court action.
