New York City man arrested for selling heroin in Putnam County

CARMEL – A Manhattan resident is charged with felonies of criminal possession and sale of a controlled substance following a drug transaction in the Applebee’s parking lot on Independence Way in the Town of Southeast.
A Putnam County Sheriff’s deputy developed information involving heroin sales in the county and contacted the suspect, Jassell Franco, 24, arranging to purchase 150 bags of heroin.
On the night of April 6, members of the Narcotics Enforcement Unit took Franco into custody. He was sent to the Putnam County Jail in lieu of $10,000 cash bail or $20,000 bond.
