First anniversary of Ulster Sheriff’s Office line-of-duty death marked

Van Blarcum and the artist, Arnold

KINGSTON – Friday, September 22 was the first anniversary of the passing of Ulster County Sheriff’s Correction Sergeant Kerry Winters.  He died in the line-of-duty during an in-water rescue team training exercise.
 Sheriff Paul Van Blarcum held a memorial ceremony on Friday at the Ulster County Law Enforcement Center to honor the memory of Sgt. Winters.
During the ceremony, Van Blarcum unveiled a portrait of Sgt. Winters, which will hang in the Corrections portion of the Law Enforcement Center, and serve as a reminder to all present and future Sheriff’s Office members of the dedication to duty which Sgt. Winters expressed every day that he worked at the sheriff’s office.
The portrait was painted by Estelle Arnold of the Bruderhof Community. The Bruderhof Community presented the portrait of Sgt. Winters to the Sheriff’s Office.
