GOSHEN – With the year half over, the Orange County Government financial picture looks good.
County Executive Steven Neuhaus said the county ended 2016 with a $40
million unappropriated fund balance, double what it was when he took office
3 ½ years ago.  He said that is one of the key factors assessed
by bond rating companies.
“At the same time, our tax rate has gone down, which helps the taxpayers in Orange County,” the county exec said. “These are both positive barometers that our bond raters look at and our third part of it is that our tax base is continuing to grow.”
Neuhaus said the tax base had shrunk by 25 percent between 2008 and 2014.
