Consultant recommends options to address sewer growth in Southern Orange County

GOSHEN – A consultant for Orange County has analyzed the growth potential for regional wastewater facilities to serve southern Orange County and has proposed alternatives to expanding the Harriman wastewater treatment plant.
Delaware Engineering recommended that the county spend about $15.9 million on “longevity improvements” to maintain the facility’s existing capacity rather than expand it. Expansion is estimated to cost between $46.6 million and $72.6 million.
“A massive expansion of the Harriman wastewater treatment plant would concern me,” said County Executive Steven Neuhaus. “An ever-expanding Harriman plant is an invitation for growth without planning or accountability to taxpayers.”
Delaware Engineering also recommended the county and Village of Goshen consider either using the village’s existing capacity or contract with it to expand its plant to accommodate wastewater from parts of communities now served by the Harriman plant.
Goshen Mayor Kyle Roddey said his administration has been seeking users to use excess capacity at its wastewater treatment plant to reduce sewer bills. He said this recommendation “will hopefully lead to more users at our facility and a greater economy of sale for village ratepayers.”
