Kingston mayor signs firearm discharge law

KINGSTON – The discharge of firearms in the City of Kingston is officially outlawed, now that Mayor Steven Noble has signed a new law. There is one exception, though. An indoor licensed facility “designed and constructed as a shooting range,” would be except from the law. Outdoor shooting ranges are outlawed.
The law also allows the discharge of any firearm or non-firearm using blanks, in any ceremonial function authorized and approved by the mayor.
Noble said the new law was constructed following the common council’s “arduous task, for thoroughly and completely investigating the gaps in language in the outdated law and identifying best practices and models to adopt.”
The gun discharge issue surfaced when a proposal was presented to establish an indoor firing range in the city and whether it would be legal or not was debated.
