Wrong-way driver sentenced in death of NYPD detective

WHITE PLAINS – A Yonkers man, who drove his car the wrong way on
the Sprain Brook Parkway in Greenburgh and struck an SUV driven by a New
York City police detective, killing him, was sentenced Wednesday to four
to 12 years in state prison.

Efren Moreano, 21, had pled guilty to manslaughter, vehicular manslaughter
and reckless endangerment, all as felonies.

Moreano drove for about two miles going the wrong way with vehicles being
forced off the road. When he struck the SUV driven by Det. Paul Duncan,
46, of Greenburgh, he was killed instantly.

Moreano sustained injuries to his right arm and leg and had to be extricated
from his car. During that procedure, emergency responders detected a strong
odor of alcohol and marijuana on him and police spotted a small bag of
pot on the passenger seat.

An accident investigation revealed he was traveling about 105 miles per
hour at the time of the head-on crash.
