Four arrested in assault on four-year-old

TOWN OF NEWBURGH – Four people have been arrested in connection
with an assault on a four-year-old child.

Newburgh Town Police detectives and patrol officers were the primary agency
in the case with assistance from other law enforcement and government
agencies.

Dennis Terwilliger, 38, of Elmira was charged with felony assault and
misdemeanor endangering the welfare of a child. He was committed to the
Orange County Jail without bail.

Deboara Terwilliger, 37, of Elmira was charged with endangering the welfare
of a child as a misdemeanor. She was sent to the Orange County Jail in
lieu of $4,000 bail.

Tanya Rae Kling, 32, of Elmira was charged with endangering the welfare
of a child as a misdemeanor and was already in the Orange County Jail.

Tonya Lee Krout, 32, of Lock Haven, Pennsylvania was charged with one
count each of sodomy and assault, both as felonies.

The investigation is continuing, police said.
