2016 budget prep will be “challenging,” says Sullivan County manager

MONTICELLO – Sullivan County Manager Joshua Potosek has begun preliminary discussions about formulating a 2016 county budget with spending requests already submitted.
Given economic forces and the state tax cap of just over one percent, he said addressing all of the county’s expenses, including state and federally mandated programs, will be challenging.
Despite those issues, he said he is confident his office can develop a plan “that is workable, fair and meets the county’s most pressing needs.”
Potosek said he intends to work with county officials to craft a budget “that maintains county services and increases capacity in areas that require additional resources, to the best of our ability.” That will be accomplished, he said, “by identifying additional non-property tax revenue, exploring cost saving measures for operations, and investing in programs and technology that will ultimately reduce expenses.”
