A.C. Dutton site draft remedial action plan ready for public review

POUGHKEEPSIE – The state departments
of Environmental Conservation and Health have received a draft remedial
action work plan to address contamination at the A.C. Dutton Greenway
City site at 1 Dutchess Avenue in Poughkeepsie.

The plan was submitted by Dutchess Avenue Riverwalk LLC under the state’s
Brownfield Cleanup Program.

Public comments may be accepted for 45 days, from July 14 through August
28.

The remedial plan calls for construction of a two-foot thick site cover
that will allow for restricted residential use; shoreline stabilization;
placement of an environmental easement on the property to allow use and
development of the controlled property for restricted residential, commercial
or industrial uses, subject to local zoning laws, and restricted use of
groundwater as a source of potable or process water; and development of
a site management plan.

The vacant site along the Hudson River is in the Waterfront District,
which allows for restricted-residential use.

The property was used for industrial purposes from the 1830s to 1995 including
for processing of whale oil, a screw factory, a sash factory, a locomotive
factory, a dyewood factory, an iron works plant, and glass works plant.
The A.C. Dutton Lumber Company operated a wholesale lumber company there
from 1966 to 1996.
