CSEA objects to ‘improper’ Chester school district job cuts

CHESTER – The union representing non-teaching Chester School District employees, the CSEA, announced plans to file an official objection to the layoff of seven district custodians with the transfer of their job duties to Orange-Ulster BOCES.
The union, which called the layoffs “improper, unusual and unethical,” said it would file an improper practice charge with the state Public Employment Relations Board seeking to have the workers returned to their jobs and awarded back pay.
The CSEA said the layoffs are in violation of the state’s Taylor Law.
The union also questioned the move of district officials in retaining CSEA-represented supervising custodians, who they said would “likely be placed in the awkward position of supervising custodians now employed by Orange-Ulster BOCES.”
Regional union President Billy Riccaldo said they are “outraged that the district would commit such blatant violations of these workers’ rights and expect it to go unchallenged.”
CSEA noted that in May the 2015-16 school district budget was approved by voters and it included funding for those seven custodial positions.
