CSEA and Orange County resume contract talks

GOSHEN – Orange County Human Resources Commissioner Steven Gross revealed the terms of a seven-year contract offered to the county’s CSEA members and said the union negotiating team “unilaterally determined that the contract would not be ratified by the membership.”
Gross’ comments came in a Thursday memo to department heads bringing them up to speed on the county’s position on negotiations.
The union’s last contract expired at the end of 2011 and employees continue to work under terms of that agreement.
Gross said both sides have made some headway with wages and health insurance contributions the remaining stumbling blocks.
The county’s wage proposal calls for no increase in 2012 and 2013, a one-time $1,000 payment for 2014, one percent increase in 2015, 1.75 percent increase in 2017 a 1.5 percent increase in 2018.
One proposal for health insurance would have those currently paying 11 percent to see that increase to 13 percent with caps of $1,100 for individual and $2,400 for family coverage, and $1,300 for individuals and $2,800 for higher grade employees.
The second proposal would require all employees who do not contribute to start contributing one percent of the premium in 2017. That would cost only $217 for family coverage or $96 annually in pre-taxed dollars for individual coverage.
The next negotiating session will be today (Friday).
