Kingston man pleads guilty to abusing resident at youth center

KINGSTON – An aide at the state-run Highland Residential Center in Highland Thursday pled guilty to abusing one of the youths housed at the facility.
William Spencer, 51, entered a plea on one felony count of attempted strangulation.  He admitted placing his hands around the neck of the victim and applying pressure while slamming the boy’s head causing injury.
Spencer will be sentenced to five years of probation when sentenced in May. He agreed to resign from his state job and will be permanently barred from working with individuals with special needs in New York State.
The State Justice Center for the Protection of People with Special Needs investigated the case along with the State Police.
