Chester fatal victim identified

CHESTER – Police identified the man who was killed when his car ran off Route 94 in the Town of Chester on Monday morning as Raymond Heine, 32, of Florida, NY.  He died at the scene.
Preliminary investigation revealed his small car skidded on the icy road and struck a utility pole, Chester Town Police said.
