Ulster comptroller outlines risks to county

KINGSTON – Ulster County Comptroller March Gallagher has issued an annual county report and risk assessment “to encourage the implementation of policies and procedures aimed at addressing them.”

Among the risks, Gallagher said, is the absence of a cyber security policy (that poses) exceptionally significant threats to Ulster County.”

Among the other risks she said, are insufficient revenue documentation within the financial system, limited diversification in the investment portfolio, an absence of cash flow analysis, heavy dependence on specific nonprofit vendors, delayed start dates to contracts for work being performed, the absence of policies regulating remove work and workplace relationships between supervisors and subordinates, as well as challenges in staff recruitment and retention.

Gallagher said that given changes in the county administration and the resignation of the former commissioner of finance, she felt it necessary to present a list of specific risks identified.
