WHITE PLAINS – Westchester District Attorney Mariam Rocah has announced that a 45-year-old Bronx man was indicted for felony charges in connection with the 2017 death of a 41-year-old Mount Vernon resident.

Edmund Pennil was arrested in November 2021 following a joint investigation by Mount Vernon Police, the FBI’s Westchester Safe Streets Task Force and the Cold Case Bureau of the DA’s Office.

Pennil was indicted on charges of manslaughter and leaving the scene of an incident without reporting a death, both as felonies in the death of Tremayne Williams.

It is alleged that on September 6, 2017 at about 6:20 a.m., Pennil hit Williams with his SUV in Mount Vernon, trapping him under the vehicle, then drover over him and fled the scene.

Williams was pronounced dead at an area hospital.

Mount Vernon Police had arrested Pennil in the Bronx on November 10, 2021.
