FALLSBURG – A two-year-old child is dead and a 26-year-old Woodbourne man has been charged with the child’s murder.  Fallsburg Police Chief Simmie Williams says the man was arrested on Wednesday, January 26.

Brian Owsinski, 26, of Woodbourne was arrested for murder following a joint investigation conducted by Fallsburg Police, State Police, and the staff of Sullivan County District Attorney Meagan Galligan.

Williams says that Owsinski is accused of murdering two-year-old Amara Campbell in Woodbourne. The child was discovered unresponsive at 14 Phoenix Lane in Woodbourne by police and EMTs responding to a 911 call at approximately 5:40 p.m. on Tuesday and was transported to Garnet Health Medical Center – Catskills, where she was later declared deceased.

Police say that between Monday, January 25, and Tuesday, January 26, Owsinski inflicted injuries on the toddler that ultimately killed her.

Owsinski was initially charged with the felonious assault of Campbell but after an autopsy, the murder charge was also filed against Owsinski.

Owsinski was arraigned in Fallsburg Justice Court and remanded to the Sullivan County Jail without bail.

“We mourn the loss of Amara and extend our deepest condolences and heartfelt sympathy to those who loved this innocent child,” Williams said. “Our police community will bring to bear all of our combined manpower and resources to ensure those responsible for heinous acts like this are brought to justice.”
