Sex offender who was caught inside nursery school playground has previous arrest

NEWBURGH – The level-three sex offender who was arrested on Wednesday evening, February 26 for trespassing in a fenced-in nursery school playground in New Windsor and approaching two female staff members and two small children, was arrested once before in the same month.

Mark Nelson, 61, of Newburgh, was arrested on February 13 on a charge of failing to report a change of address in a warrant secured by the Newburgh City Police. The basis for that is his status as a registered sex offender.

The warrant was executed by the Orange County Sheriff’s Office.

Nelson was charged for that crime and released on his own recognizance.

Last Wednesday, Nelson approached the people in the playground and the quick-thinking women got the children in a car and called police.
