New court reform law sets man free after two arrests

CARMEL – A New Hampshire man, who was released under the new bail reform laws on charges of stalking a Putnam County woman, was released again under the same new bail laws after he attempted to contact her more than five times in violation of the court’s protection order.

Rattana Phimmavongsa was arrested on a charge of stalking on January 18 after he continuously harassed the Town of Southeast woman. She said the two of them used to play an online game together, but she stopped having contact with him years ago. On January 18, he showed up at her doorstep after hacking into her online gaming account.

After he was arrested on the stalking charges he was released on his own recognizance as h\per the new bail reform laws. At the same time, a court order of protection was issued ordering Phimmavongsa to have no contact with the woman.

Despite that order, he called her at least five times on February 11, the same day that the stalking matter was scheduled for town court.

The woman called to report the violation to the Putnam County Sheriff’s Office and he was arrested again, this time charged with several counts of criminal contempt.

He was brought back to Southeast Town Court and again released as per the new bail laws.
