KINGSTON – Recent installation of rumble strips on the Kingston-Rhinecliff Bridge has speeded up the deterioration of the overlay surface so the New York State Bridge Authority has been working on pothole repair work to the overlay.

The overnight work started on the evening of Thursday, December 12. The public is encouraged to check the Authority’s Facebook and Twitter pages for news of future work dates. The work will involve alternate lane closures during work hours, which will generally be from 8 p.m. to 5 a.m.

The overlay is a thin layer of pavement placed over the structural deck to protect it from water and salt intrusion to ensure it remains in good condition. Recently, the Bridge Authority installed rumble strips on the double yellow line and just off the white lines as a safety measure to warn motorists they are veering off course and to protect bicyclists riding in the shoulders.

That recent installation has escalated the deterioration of the one-inch thick overlay which is on top of the structural deck, a concrete-filled grid found under the overlay. The issues are with the overlay only and do not affect the structural deck, which is in good condition.

“This break-up of the pavement surface is in the overlay only and not reaching the deck – so thankfully the rough surface is not deep. Nevertheless, it needs to be addressed quickly so as to improve conditions for travelers. The Bridge Authority engineering and maintenance team will continue to monitor the condition of the overlay and respond accordingly,” said Tara Sullivan, acting executive director of the Bridge Authority.

In addition to the current project, longer-term improvements will come in 2020. The overlay on the bridge is scheduled to be fully replaced next year as part of the Bridge Authority’s five-year capital plan.
